A leading semi-state organisation is seeking a highly motivated and experienced Capex Accountant to join its dynamic Finance Team. This role is integral to the planning, governance, and financial oversight of a broad portfolio of capital investment projects. It will suit an ambitious, qualified accountant with 2+ years PQE.
Reporting to the Investment & Reporting Controller, you will be responsible for the financial governance of capital expenditure (Capex), ensuring robust budgeting, forecasting, reporting, and compliance processes. You will work closely with procurement, finance, and operational teams to support efficient investment decision-making aligned with national policy and regulatory requirements.
It is a full time, permanent role, based in Dublin City. They offer hybrid working, 2 days onsite, 3 days from home.
Responsibilities
Capital Projects & Financial Management
- Lead the financial planning and reporting of capital projects in collaboration with senior finance and operational stakeholders.
- Support procurement in the evaluation of capital cost estimates and investment appraisals.
- Track budgets, variances, and risks, ensuring transparency and robust controls.
- Partner with General Ledger (GL) and maintenance teams in monitoring expenditure and commitments.
Governance & Policy Compliance
- Maintain and update Capex-related policies in line with regulatory changes and internal governance frameworks.
- Support internal and external audits and ensure full compliance with public spending codes, environmental and sustainability reporting (e.g., EU Taxonomy, CSRD).
- Assist in the preparation of materials and reporting for governance committees and project steering groups.
Asset Management & Process Improvement
- Work with the GL team on fixed asset registers, asset creation, verifications, and disposals.
- Identify opportunities to enhance systems and processes (including SAP) to drive efficiencies and timely reporting.
Reporting & Communication
- Ensure timely and accurate completion of all periodic, quarterly, and annual Capex reports.
- Support internal and external stakeholder engagement across financial planning, sustainability, and infrastructure strategy.
Requirements
- Qualified Accountant (ACA, ACCA, CIMA, CPA or equivalent) with 2+ years' post-qualification experience.
- Strong understanding of capital investment, financial reporting, and regulatory compliance is essential
- Proven experience working with SAP and advanced Excel skills is essential
- Knowledge of public sector finance frameworks, including Public Spending Code, Climate Action Framework, EU Taxonomy, and CSRD is desirable
- Excellent communication and stakeholder engagement skills.
- Strong analytical mindset with the ability to drive process improvements and deliver under tight deadlines.
