Our client has an opening for a Business Analyst for their Programme Planning and Development Unit this position can be based in either their Dublin or Monaghan offices.

This position will support our internal programme design team to provide a business delivery solution to best meet our client’s requirements and the overall priorities of our clients at a particular time.

The Programme Planning and Development Unit designs funding programmes and is responsible for detailing how best a particular programme should be operated across the various business units and functions within the company.The successful candidate will work alongside the ICT department designing processes.This person will be expected at times to decide if an ICT solution is necessary to aid the new business/change request.

Key Responsibilities:

  • Business Analysis

  • Analyse and document existing business processes with a view of streamlining and introducing efficiencies via structured change management and software enhancement.

  • Support the Funder and Programme Design teams in identifying the best solution to a new business/change request

  • Assist in the information and requirements gathering process, reconciling conflicts, de-composing high-level information into detail.

  • Assist your unit colleagues in identifying the best possible programme specification and design options, particularly in the area of application and appraisal design. 

  • Draft, finalise and support the sign off of functional specifications. Facilitate workshops to support the functional specification process.

  • Drive and challenge business units on their assumptions of how they will successfully execute their plans;

  • Manage the development and implementation of a comprehensive system testing methodology to included functional system testing and UAT

  • Collaborate with the ICT team  to support the implementation of new software & to identify solutions to our Funders needs/ our own internal needs

  • Data Analysis

  • Hands-on technical involvement in data related projects

  • Ability to use and implement Business Intelligence software

  • Customer focussed;

  • Work closely with stakeholders to establishing their requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis etc.


Experience Required:

  • Proven experience of delivering business analyst services

  • Proven track record in process analysis, design and ICT implementation

  • Proven ability to park own assumptions, challenge the assumptions of others, listen and draw information out of stakeholders to identify issues and requirements that are backed up with data from several vantage points

  • Effective problem solver with the ability to pre-empt potential issues and to learn quickly and find solutions

  • Excellent influencing skills with the confidence to deal with staff effectively at all levels throughout the organisation

  • Excellent ability to develop IT solutions based on Business need and requirements



  • Relevant Third Level qualification (e.g. Degree) in Project Management, Business Studies, or equivalent 

  • Public sector experience/and or and understanding of publicly funded programmes

  • Knowledge of Microsoft Products (SharePoint / Dynamics CRM a distinct advantage)

  • Awareness of ICT industry trends and new approaches to ICT implementation (i.e Cloud)

  • Knowledge of Information security systems and Data Protection
